Crisis Intervention
Crisis Intervention Planning Guide (MS Word)
This guide is designed to provide users with a structure and information on events which involve a criminal act and have the potential to create mass casualties or catastrophic property damage on campus.
THIS IS NOT A TEMPLATE INTO WHICH NAMES MAY SIMPLY BE INSERTED
The guide is more informational and provides some procedural criteria. It is meant to provide information and prompt campus officials to evaluate the physical security and planning relative to these types of events. This still required planners to develop processes and plans in order to fulfill applicable Annexes and Appendices. If there are more detailed processes and procedures at your campus (Ex. Crisis Intervention Team) detail the make up and procedures within the Basic Plan. If there are things that are referenced in the Emergency Preparedness Plan or the Continuity of Operations Plan, simply reference that in the body or section it applies to (Ex. Emergency Notification – Annex A, Emergency Preparedness Plan).
Planners can use those plans already in place and simply cut and paste them into this guide. These existing plans and procedures should be integrated into the appropriate places within the guide, to make sense and flow logically through the response. Each section, Annex and/or Appendix has place markers for local procedures and processes. Planners may also choose to develop or place existing procedures or plans into the appropriate sections and replace those that are there. This is perfectly acceptable so that campus unique infrastructure, community features, and processes are adequately covered. If there are gaps created by the events identified in the guide then further planning will be required to address these events.
A threat Assessment and Physical Security Assessment checklist make up the first Annex in this guide. They are simply a start and should not be considered all inclusive. They are for use in starting the process and not an end once completed. Planners should feel free to add to these checklists to cover campus unique features. They do not replace an in depth security evaluation.
Be aware that certain material may be considered confidential so protect your plans accordingly. If there are questions seek General Counsel advice.
NOTE: If your campus already has a graduated or incremental response based on a number system or alphabetical system (i.e., a Type 1 event, Type 2, Type A, Type B, etc.,) this would go in the Basic Plan or Annex B in the Emergency Preparedness Plan.
